Primer: Billing for Behavioral Health Services for DC Students

January 26, 2026

This primer was developed by the Billing and Insurance workgroup led jointly by the DC Consortium for Mental Wellness and Behavioral Health in Schools (DC COMBS) and the Strengthening Families Coalition (SFC). It provides a descriptive overview of the landscape for billing behavioral health services for students in the District of Columbia. It describes staffing models, reimbursement mechanisms, and the regulatory framework. For an overview of the broader landscape for school based behavioral health in DC (i.e., not specific to billing for behavioral health services), please see:

Notably, the scope of this document does not include an analytical overview (i.e., recommendations to address challenges or barriers). For analyses of school based behavioral health in DC that include such recommendations, please see A Path Forward for DC’s Public Behavioral Health System and Strengthening the DC School Behavioral Health System and Enhancing Equity.
